I'm not sure what you mean by a test vent. If you're referring to hydro-test vents and drains, then the answer is yes.

I would like to add one thing, If the lines are carrying service fluids (ie.fluids used for pressure test) then high point vents are not provided.

Er-piping,
I think you might be referring to piping services ASME B31.3 calls Category "D" Service. However there is a condition on this. The Client must agree.
With Client Approval these would include:
- Plant Air
- Instrument Air
- Plant Water
- Domestic Drinking Water
- Nitrogen
For these, you perform a "Commodity Test". You just fill the system with the intended service and inspect for leaks
