1-Are there any code for spectacle blind and single blind/ring spacer?
2-Is the thickness calculation of plate for above items in piping scope?
If yes please tell where I can find formula and etc.

1. Yes there is a code that covers Spectacle blinds. It is API 590. check this website for some information on blinds.

You could also Google "API 590"

2. Yes the thickness calculation should be the responsibility of the piping material engineer (but not a piping designer).

3. I do not have a copy of API 590 but I would assume the formula is included in that code.

the ASME B.16.48 -2005- SAY:

In July 1993, the ASME B16 Committee gave to its Subcommittee C the assignment to convert
the API 590 Steel Line Blanks Standard into an ASME standard. The American Petroleum Institute
no longer publishes the API 590 Standard.
