The answer to this question is in the article "Fittings" on the Training page of this website.
However, the short answer is:
A. For the normal butt-welded long radius 90 degree elbow (2" & larger) the center-to-end demension is 1.5 times the nominal pipe diameter.
B. For the normal butt welded short radius 90 degree elbow (2" & larger) the center-to-end demention is equal to the nominal diameter.
