I am only guessing, but it sounds as though someone has mixed up some terminology.
I have never heard the terms "sequential bolting" or "rotational tightening" before. I suggest that you go back to the person you heard that from and ask them what they mean.

What I do know is this.
There is a well tested and well documented process that should be followed when a pipe fitter is making up a flanged joint (i.e.: tightening the bolts).

This process is called the tightening sequence. First all bolts are made up finger tight. Then the pipe fitter would start with a bolt at one side of the flange and tighten that bolt medium tight. Then move to a bolt on the far side of the flange (circle) and tighten that one. Then move counter clock wise 1/4 turn and tighten that one. Then moves to a bolt on the far side and tighten that one. Then moves counter clock wise 1/4 turn and tighten that one. This goes on until all bolts are medium tight. Then the process starts over again to tighten all bolts to the final torque.
