I think you need to refer to FRP manufacturer's guide lines. Being plastic flanges, the bolt torque must be given by manufacturer.

Bolt torque on a FRP system? Is this even necessary. If a controlled joint tightness is necessary - i would go for bolt tensioning rather bolt torquing.
