Running the gauging plate is to prove the ID of the pipe and it usually is a mandatory requirement prior to commissioning of the pipeline.

With 3 degree, 3 D bend or even miter bend, it's possible to run the gauging plate.

You have not explained why the cold bend option was not considered.

BECAUSE THE JOB WAS MADE IT... THE ELBOW HAVE A 1.5" CLEARANCE (BETWEEN WELDS) AND THE OTHER SIDE WE HAVE OVERLAP WELDS.

I guess the easiest way is to get an induction / cold bend made or purchased. You could specify the bending radius (3D), the ovality, the length of the tangents and do not worry anymore about the welding being too close or overlapped.

For onshore pipelines, we did a lot of cold bending for pipeline crossing, road crossing, river crossing, ROW kicking etc... The pre-designed ones are induction bends and most of the ad-hoc ones are cold bends. The surveyors take the measurements on site, the designers put them on CAD machines and produce drawings for people in the bend shop.

Assembling piping systems with over lapping heat zones from welding is something you want to avoid, but there are times when this happens. When it does and it's a critical system where the pressure or the commodity presents hazards then "post heat treating" these welded areas is required! But if this system was just a gravity drain of surface water to a disposal point I wouldn't worry about it.
