Relative to Fuel Oil Handling you have asked a general question. I will give you a general answer.
Both will work and both are acceptable for most situations.

Now what is your specific situation?
Is this On-Site?
or
Is this Off-Site?

What are the normal operating conditions?

What Piping Code (ASME B31.1 or ASME B31.3) are you using?

What else is significant about your installation that might make it special?

SMLS (seamless) pipe is normally stronger then ERW (electric resistance welded), but money normally controls what is used. JOP is correct that both will work, and some ERW pipe approaches the strength of SMLS (DSAW – double submerged arc welded), but in “fragile” areas like offshore, its best to be safe then sorry so SMLS is used exclusively …as directed by codes & company standards.
