These are categorised based on their mechanical properties and requirements for welding, NDE, PWHT will be specified according to their P# for ease
If u r using ASME B31.3 you may refer these Pnumbers or in ASME Sec IX
for e.g A106, A105, A234 (all plain CS) are categorised as P1

Theres no P No. 91 in Section XI and it doesnt refer to welding qualification either. P91 is about a cr-mo pipe material based on A335 ASTM spec normally used in power plant application. A good article on this subject appears on thefabricator.com.
