With this situation and any others (bulk pipe) you have four choices.
1) Pay the (valve) vendor extra to do the finished painting
2) Set up what is called "In-transit-processing" contract with a third party to do the finished painting then ship the valves to the field.
3) Have the field crew/painting sub-contractor do the finished painting.
4) Don't do any finished painting.
There is a cost involved with any one of the choices.

I don't know how the companies you work with operate, but where I'm at there is a big push to NOT stick out like a sore thumb in the landscape. So the big companies have designated color schemes. So when we design and build a new facility, or add on to and existing one, every thing is sand blasted and painted the "correct" color! Normally when we get supplies ...i.e. pipe, valves, fitting, & equipment it's just with a primer coat. Then the final finish is the last step. Afew of the smaller companies here don't do much prep to their system and it gets pretty "rusty" after afew years. However we are in a dry climate and they are looking to as much of cash flow as possible before they HAVE to fix anything. They are definitely not worried about ruffling and environmental feathers. as stated, valves are purchased in bulk if the work is related to construction of a new plant or a major debottlenecking project. It can also be purchased as a single item if youre going to use as a replacement say for maintenance activity or part of a capital project.
In either case, if the purchase spec calls for an API or ASME valve - then you'll received it in bare metal. Why? because the plant has a coating spec for piping commodities and this coating spec differs from one service to the other. And in some service (especially those suceptible to CUI), coating is not even allowed.
Purchased it bare then coat it later.
