The loads on the vlv. would not change, because the actuator and the vlv. are in the same relationship, no matter how much you rolled the vlv. I'm still abit "fuzzy" on what the area looks like around this vlv., BUT "what if" you rolled the vlv. one or two bolt holes (22.5 deg.s or 45 deg.s) would that get you the clearance you need for the actuator?

Rolling the valve is my second option but I am a bit reluctant to take it. First of all, it requires shutdown, and it will be costly to do it when the oil price is 80$ / barrel. Secondly, there will be bending moments and forces on the valve stem and topworks, I think I'll need to check with valve manufacturer if that can be done.

The area is congested, on the cellar deck. Sorry that I can not post a picture of the area so you could see.
