Non return/check valves

I'm aware that NRV's are in the system to prevent any reverse flow but can anyone tell me what determines what side of the block valve that the NRV is placed ie is there a simple rule?

The NRV performs the same function as a Check valve. You should locate it in the same relationship to the block valve as you would a check valve.

In direction of flow first the NRV (check valve) then the block valve.

The main reason I was asking is that I am running a new 6" line into an existing 14" gate valve attached to a tank nozzle. The p&id shows a ROSOV (remotely operated shut off valve) then the check valve, reducer and then the 14" gate valve. Why is the check valve not before the ROSOV? Is the ROSOV not classed as a block valve?
