Which is more recommendable?

We are maintaining and changing pipes or it is a refurbishing job. Our references in our design are based on old docs of the plant and if we don't have the documents someone will be going to the site and sending us pics. My normal practice is to provide the structures cut to a considerable size, shop welding and the rest are site adjustments and welds. In the management side, they want to have a minimal site works that they even want bolt holes for U-bolt support to be put on the structures.

What is the normal practice for this? Thanks

Do as much as possible in the shop.

It is cheaper in the long run.
