In a control valve manifold, where should I put the sliding type support
and fixed type support, on the upstream side or downstream side of control valve?

Control valves normally do not need a fixed and a sliding support. I recommend that you use a fixed support on one side only.

Sliding support should be at the downstream side to compensate thermal expansion and the force of fluid from the upstream, while fixed type should be at upstream side. Fixed type used to hold large vibration on the impact of incoming fluids on the valve. But it depends on the result of flexibility analysis.

Looks to me as if the wording had to be a little different:
Upstream, the line would be anchored. (Fixed)
Downstream, there will be rest support (a trunnion at elbow) and it'll have guides if need be. (Sliding)

But I am not too sure, if this is the correct interpretation as the terms I've heard for horizontal vessels.
