The answer to your question is "Yes" as long as it is done right.
You (and others) will ask "What is right?"
We would need a lot more information about your situation before we could answer that.
With that said you might try this.
Replace the elbow with a TEE. On the other (straight through) end of the TEE add a meter of pipe the same material and spec as the pipeline. This pipe extension becomes your "Dummy" support. Cap the end of the pipe.
The answer to your question is "Yes" as long as it is done right.

Material of pipe is ASTM A 355 gr P11 Chrome Molybdenum Sch 160
We want to install a horizontal dummy leg onto an elbow of +-1m.

11A Gps 2 to 5 - Mixed bag of high strength low alloy steels.
11B - 10 Sub Groups:- Mixed bag of high strength low alloy steels.
So which one are you using?

The real answer to your question is NO it is not advisable with the chrome moly piping to add in dummy legs for support, 2 main reasons is cost and cost!!!! PWHT is expensive and so is P11 / P91 piping, The norm is to add lugs and then use support brackets of varying designs
